Intergovernmental Coordination Mechanisms

Several ways of providing greater coordination in metropolitan areas have been suggested. Some of these are relatively easy to establish. Others are somewhat more difficult; still others are extremely difficult to accomplish. (A complete list of options is presented in Table 9–5.)

Suburbanization is not a new phenomenon. Colonial American cities were also ringed with small communities, but they did not face the problems of the modern metropolis because there was an easy way of ensuring coordination. Annexation was used to bring adjoining communities into the city. As the number of people moving to outlying areas increased, they often pressured the state legislatures to restrict the ability of cities to annex new territory. In some cases, legislatures required that only territory proposed for annexation had the right to initiate annexation proceedings. In other instances, any annexation proceedings had to be approved by majority vote in the area to be annexed.61 As a result, annexation peaked in the early years of the twentieth century. Since then, except in the South and Southwest, cities have usually annexed only sparsely populated, unincorporated territory.
